Ms. Mohua Basu is an Executive Director at Indian Oil Corporation Limited (IOCL), one of Asia’s largest integrated energy companies and a Fortune Global 500 enterprise. With extensive experience in the energy sector, she has held senior leadership roles across human resources, supply chain management, contracts and procurement, and design engineering functions within the organization.

Over the course of her career, she has been closely involved in supporting large-scale energy infrastructure and operational systems, navigating complex procurement processes, vendor ecosystems, workforce management, and project execution frameworks. Her work reflects deep engagement with institutional processes, governance mechanisms, and operational accountability in a major state-owned enterprise.

Ms. Basu brings practical insight into how large energy organizations function internally — from people and processes to procurement and project delivery — and how leadership decisions translate into on-the-ground outcomes.
 

Damla Buyuktaskin, Sr. Regional Livelihood and Economic Inclusion Officer - Asia Pacific Countries, UNHCR, the UN Refugee Agency
Damla Buyuktaskin is a United Nations Diplomat and Senior Officer at the United Nations High Commissioner for Refugees (UNHCR), with over 30 years of experience across humanitarian, development, and private sector sectors. She has dedicated much of her career to advancing poverty alleviation, sustainable development, gender equality, and solutions for forcibly displaced populations. Since 2015, she has led regional programmes across 45 countries in Central Asia, Southeast Asia, and the Pacific, focusing on education, economic inclusion, employment, and women’s empowerment, helping bridge humanitarian response with long-term development.

Prior to joining the United Nations, she was an entrepreneur in Turkey, the United States, and the Netherlands, bringing strong business acumen to her work. She has collaborated across more than 76 countries with governments, international organizations, and private sector partners to deliver scalable, high-impact solutions, and has lectured at institutions including Harvard and Cambridge.
 

Piyapan Hannarkin, Managing Director, Operational Energy Group; Vice Chair, IEEE PES Thailand
Dr. Piyapan Hannarkin is a distinguished leader in the energy sector with extensive expertise in power systems, public administration, and national energy policy. With a strong academic foundation and a career dedicated to engineering excellence and public service, she has played a pivotal role in advancing Thailand’s energy strategies and empowering women in engineering and leadership. Her contributions span across policy advisory, professional organizations, and social initiatives, reflecting a deep commitment to sustainable development and societal impact.
 

Moderator: Carole Schertzinger, Legal Consultant, Nagashima Ohno & Tsunematsu
Ms. Carole Schertzinger is a Consultant (Avocat à la Cour) in the Projects, Energy & Infrastructure practice at Nagashima, Ohno & Tsunematsu in Bangkok. She advises clients on cross-border energy and infrastructure projects across South-East Asia, with a focus on project development, financing, and complex contractual arrangements.
 
Her practice covers both conventional and renewable energy projects, as well as public–private partnerships and transport infrastructure such as airports, ports, roads, and railways. She works closely with sponsors, lenders, and public authorities on the development, construction, and acquisition of projects, including regulatory and financing aspects. She has strong experience in emerging markets and brings a practical understanding of the challenges involved in delivering large-scale projects across jurisdictions. 
 
She is qualified to practice law in France and holds an LL.M from HEC Paris and double master's degrees from Panthéon-Sorbonne University.
