Carlos Bellorin, EVP, Welligence Energy Analytics 
Carlos joined Welligence Energy Analytics as Executive Vice President of Macro Insights. Prior to Welligence, he spent 15 years at S&P Global Commodity Insights (SPGCI), and was an external counsel for oil and gas companies and in-house legal counsel at two major Orinoco Oil Belt projects in Venezuela. In 2023, he was appointed Honorary Fellow of the University of Dundee’s Centre for Energy, Petroleum and Mineral Law and Policy (CEPMLP). Carlos holds a law degree from the Universidad Catolica ‘Andres Bello’ and an LLM in Petroleum Law and Policy from the University of Dundee (CEPMLP).

Ramón Andrade Monagas, Partner, Ponte Andrade & Casanova
Ramón graduated from the Universidad Católica Andrés Bello in 1995 in the top 5% of his class. He coursed an LLM in Financial and Tax Law at Universidad Católica Andrés Bello in 2003 (Cum Laude honors, top 2% of his class).

He also obtained a Master of Business Administration degree from the Stern School of Business of the University of New York, London School of Economics and Political Science (LSE) and HEC School of Management (Paris) (TRIUM Global Executive MBA Program in 2009). Ramón was an equity partner with the global law firm Norton Rose Fulbright from 2000 to 2017.

Ramón is head of our energy, banking and finance, M&A, and securities practices. He advises and counsels clients on major energy and mining projects, including oil and gas upstream, midstream, and downstream projects, project finance deals, and energy finance, and has co-led and assisted on complex cross-border M&As for the oil & gas, mining, infrastructure, and technology industries in Venezuela and Mexico. As part of his Latin American practice, Mr. Andrade has assisted in the restructuring of secured and non-secured loans in several countries (including Argentina, Brazil, Central America, Colombia, and Mexico) in the energy (renewable and non-renewable), mining, infrastructure, agribusiness, and telecommunications industries.

As Pillsbury’s senior international trade partner, Christopher Wall focuses his practice on export controls and sanctions, foreign investment, international trade proceedings and policy.

Chris advises clients on commercial and defense export licensing, compliance and enforcement matters; OFAC and other economic sanctions; national security (CFIUS) reviews and investigations; anti-boycott compliance and enforcement; the Foreign Corrupt Practices Act compliance. His practice has also included import relief proceedings; NAFTA and WTO dispute resolution; Court of International Trade appeals; bilateral investment treaties; complex customs matters; and trade policy and legislation. He served as Assistant Secretary of Commerce for Export Administration under President George W. Bush during 2008–2009.
