Under the interim leadership of President Delcy Rodríguez and with continuing U.S. sanctions, Venezuela has entered a new and highly consequential phase for its hydrocarbons sector. The government introduced the 2026 Hydrocarbons Law Amendment with the stated aim of making the upstream framework more welcoming and attractive to international investors. The reform seeks to recalibrate the legal, fiscal and institutional architecture of the sector by introducing greater contractual flexibility and adjustments to fiscal terms in support of renewed foreign participation.
 
Our featured speakers will examine the new opportunities, the recent changes in Venezuela’s hydrocarbons framework and some risks which remain. Discussions will include the implications of the 2026 law amendment, the evolving role of PDVSA, fiscal competitiveness and the practical impact of U.S. sanctions policy shifts.
