US Chapter Event “CCUS in the US and Abroad: How Much Policy Enablement Required to Deliver on Net Zero Objectives?”

Elizabeth McGinley, is chair of Bracewell’s tax department, and leader of the firm’s carbon capture utilization and storage initiative. Capitalizing on over a decade of experience in conventional energy project development, joint ventures, purchases and sales, Liz now focuses on energy transition development projects supported by federal income tax credits, including credits enacted or expanded as part of the Inflation Reduction Act. Liz not only understands the issues associated with qualification for such credits, but also integrating and maximizing the value of those credits in transactions. She is a frequent speaker and writer on the importance of federal tax credits in the energy transition.

Gabrielle Finger, is Senior Commercial Advisor for Chevron New Energies (Houston, TX) working on Carbon Capture and Sequestration projects along the US Gulf Coast.

Previously, Gabrielle was international commercial advisor at Noble Energy for 10 years, working on various west Africa assets in Equatorial Guinea and Cameroon. Her most recent project there were monetizing the Alen gas field through the EG Gas Mega Hub and the Yoyo-Yolanda cross border development. Commercially, Gabrielle has negotiated a wide range of agreements, including farmout agreements, unitization contracts/bilateral treaty, joint operating agreements, condensate/LPG/LNG sales agreements, joint venture agreements, capture and sequestration agreements, and various government granting instruments.

Gabrielle is a member of the Emerging Leaders Program at Chevron, has an MBA from University of Houston, and a BA from Washington University in St Louis.  She is fluent in Spanish, knows enough French to be dangerous, and is the co-chair for the AIEN IES 2023.

Priya G. Prasad, is an Attorney-Advisor with the Commercial Law Development Program (CLDP) in the Office of the General Counsel of the U.S. Department of Commerce, where she works on CLDP’s energy initiatives. Prior to joining CLDP, Ms. Prasad was an attorney for nine years at Exxon Mobil Corp., where she worked on intellectual property, environmental, and public affairs & government relations matters.

Ms. Prasad received her J.D. from the University of Houston Law Center, M.B.A. from Columbia Business School, and B.S. in Chemical Engineering from Rice University. Prior to law school, she worked as a Process Engineer for two years at Chevron Corp.

Suzanne Perry, is a partner in the Energy, Infrastructure, Project, and Asset Finance Practice based in the Washington office. She co-leads our Agency Finance practice in the Americas and has more than 20 years of experience spanning cross-border project finance, corporate finance and securities transactions, with a particular focus on energy and infrastructure finance. She regularly represents export credit agencies, bilateral and multilateral development finance institutions in major transactions.

Suzanne joined White & Case from the Overseas Private Investment Corporation, now known as the United States International Development Finance Corporation (DFC), where she was responsible for legal services in connection with a portfolio of loans in excess of US$2 billion.

Earlier in her career, she advised on investments across Latin America, as Chief Counsel for Darby Overseas Investment Limited, a private funds manager that was part of the Franklin Templeton group. Prior to joining Darby, she handled prominent transactions at leading international law firms and completed a clerkship at the European Court of Justice in Luxembourg.
