Across the Gulf, governments are pursuing ambitious net-zero objectives alongside the continued development of hydrocarbon resources. Carbon capture, utilization and storage (CCUS) is expected to play an important role in supporting both priorities. As regional operators advance CCUS projects, the accompanying legal and regulatory frameworks are also beginning to take shape.

Our featured speakers will explore the emerging regulatory architecture for CCUS across GCC jurisdictions, including Abu Dhabi’s recently enacted General Policy on Carbon Capture, licensing and permitting requirements, and the treatment of CCUS activities under existing concessions and upstream instruments. They will also address key considerations that may arise during negotiations, including long-term liability for stored CO₂, monitoring and verification obligations, cross-border transport, and the influence of carbon pricing and credit mechanisms on commercial terms.
