LARC Chapter Event: "An Introduction to AIEN and Above Ground Risk"

Marny Daal-Vogelland has a Master Degree in Law and a MBA in Petroleum & Gas Management. As of 2000 she led the division that embodied the regulator's function within Staatsolie, the NOC. The regulator makes the assessment of petroleum potential in offshore Suriname, promotes the investment opportunities in oil and gas, negotiates petroleum agreements and monitors signed petroleum agreements.

Since 2000 she prepared and executed six bidding rounds, and was the lead negotiator of 16 offshore PSCs and five onshore blocks.

Eric Fry most recently served as an Executive in Residence for the Energy Management Program at UT Austin’s McCombs School of Business and has over 35 years of experience in the domestic and international upstream oil and gas business. Prior to the UT engagement, he was with Anadarko Petroleum Corporation as a Director – International Negotiations where he led a negotiations group, responsible for all non-U.S. negotiation activities within Anadarko’s international exploration portfolio.

Previous to his experience at Anadarko, he was Director of Worldwide Negotiations for Pioneer Natural Resources, responsible for negotiating business development and commercial transactions relating to Pioneer’s international and domestic portfolio, including a three-year stint with Occidental Oil and Gas Corporation as Manager of Business Development.  He started with a 12-year career with Phillips Petroleum, working first as a Landman, and later as Senior International Negotiator, and Team Leader for the Unitization of Bayu-Undan Project in the Zone of Cooperation. 

Eric has conducted negotiations and performed business development activities in North America, South America, Europe, Africa, Asia, and Australia.  Mr. Fry graduated from the University of Texas, graduating with degrees in Finance and Petroleum Land Management.  Since joining the AIPN in 1989, he has held many Committee and Officer Positions and was AIPN President 2000-2001. He has been instrumental in initiating and participating in the AIPN Student Outreach Program for the last twenty years.

Willem Bloem is Country Manager for Suriname at APA Corporation, based in Paramaribo. In his role, he partners with stakeholders to support APA’s exploration and appraisal activity offshore Suriname.

Before this role he provided independent consulting services through Bloem Consultants LLC. His prior experience includes 14 years at Shell, 9 years at Petrofac Energy Developments, 2 years at Lundin Energy and 2 years at Schlumberger Production Management in various international assignments ranging from technical roles in Engineering and as Offshore Installation Manager, to a range of commercial roles in Mergers & Acquisitions, Corporate Finance, Business Development and Country Management (Norway 2007, Tunisia 2009, Indonesia 2014/15).

Willem is a Director of AIEN, a Fellow of the UK Energy Institute, an active member of SPE and an NACD Governance Fellow. He holds an MSc in Mechanical Engineering from Delft University (Netherlands) and attended the Corporate Finance Evening Programme at London Business School.
