Carlos joined Welligence Energy Analytics as Executive Vice President of Macro Insights. Prior to Welligence, he spent 15 years at S&P Global Commodity Insights (SPGCI), and was an external counsel for oil and gas companies and in-house legal counsel at two major Orinoco Oil Belt projects in Venezuela. In 2023, he was appointed Honorary Fellow of the University of Dundee’s Centre for Energy, Petroleum and Mineral Law and Policy (CEPMLP). Carlos holds a law degree from the Universidad Catolica ‘Andres Bello’ and an LLM in Petroleum Law and Policy from the University of Dundee (CEPMLP).

Vandana Gangaram Panday is an accomplished professional with extensive experience in the oil and gas industry, currently serving as the Director of the Staatsolie Hydrocarbon Institute and Manager of Offshore Strategy & Commercial at Staatsolie Maatschappij Suriname N.V. since March 2020. Prior roles include Exploration secondee at Equinor and various managerial positions at Staatsolie, focusing on strategy, business development, and corporate planning. Vandana has also contributed as a Multi-Stakeholder Group member for the Suriname Extractive Industries Transparency Initiative and was involved in petroleum contracts and project controls earlier in the career. Academic qualifications include a Master of Laws in Mineral Law and Policy from the University of Dundee and multiple degrees in engineering and management from notable institutions including Delft University of Technology and the University of Suriname.
