Prabhat Agrawal, Associate Director, BRG
Prabhat Agrawal is an associate director at BRG, based in Singapore. He is an engineer, economist and commercial advisor with over twenty-three years of experience in the energy sector, spanning technical, commercial and strategic roles globally.

Mr. Agrawal is experienced in planning and executing complex projects, conducting mergers and acquisitions due diligence, asset valuations, financial modeling and risk assessment. He has worked on expert witness projects in Asia-Pacific, the Middle East and the United States.

Mr. Agrawal’s expertise includes energy resource development planning and commercial structuring; energy and financial market analysis, economic modeling and valuation opinions; energy facilities design, operations and cost estimation; oil and gas; carbon capture, transport and storage value chain modeling; greenhouse gas emissions estimation, benchmarking and abatement; and strategic advice for new business models and services.

As a Chartered Financial Analyst (CFA) and a Project Management Professional (PMP), Mr. Agrawal holds a B.Tech. in chemical engineering from the India Institute of Technology; and an M.Eng. in chemical engineering and an MS in financial engineering from the National University of Singapore. He is a member of the Association of Energy Negotiators (AIEN) and CFA Institute.


Simon Bellas, Partner, HFW
Simon is a Partner in HFW’s Construction team. Simon is a preeminent, international lawyer focussing on complex construction projects, claims and disputes across various sectors, including major infrastructure, offshore construction, energy, mining, power, and transport. He routinely acts for large international contractors and has managed some of the largest international arbitrations and litigation in the Asia Pacific region.

In addition to formal disputes, Simon is often engaged as project counsel before disputes arise with the aim of avoiding or minimising claims and disputes.

Simon has significant experience with extension of time, variation, defective work, delay and disruption claims, as well as advising on contract termination issues.

Simon’s practice is inherently international, being an Australian-trained lawyer based in Singapore acting for international clients on projects all over the world.


Slava Kiryushin, Partner, HFW
Slava Kiryushin is a Partner in HFW’s Construction team and is a highly recognised energy and construction dispute specialist in the MENA region having represented clients in multi-billion disputes related to energy, construction and infrastructure projects. He advises national and international oil & gas companies, refining and petrochemical companies, EPC contractors, power industry participants and oil & gas service companies.

Slava advises on all aspects of energy and construction projects from inception through to completion and on all aspects of dispute avoidance and resolution. He is a solicitor-advocate and frequently advocates on behalf of clients in international arbitration. His recent work includes oil and gas processing facilities, full field development infrastructure, drilling contracts (onshore and offshore), power plants, LNG facilities, refineries, water desalination plants and major railroads.

Slava is a member of most international arbitration bodies, speaks at international conferences and serves as an arbitrator. He is also a certified PRINCE2 and PRINCE2 Agile project manager.


Richard Khoo Boo Hin, Partner, Skrine
Richard heads the firm’s Projects & Infrastructure practice and co-leads the Energy practice.
 
Richard acts for a range of stakeholders in relation to end-to-end project development in various industries, from large-scale social, transport and utilities infrastructure to commercial and residential developments. He has particular expertise in the energy sector, having been involved in major projects for energy production and generation, supply and storage, and consumption, and is recognised as being “knowledgeable in the power industry”. Richard’s extensive experience with both conventional and renewable energy makes him well-placed to advise clients on energy transition and environmental, social and governance (ESG) commitments, including decarbonization,  clean energy, and green mobility.
 
His practice covers a wide range of advisory and drafting services for all stages of the project lifecycle, and he frequently represents clients on complex and interdependent project agreements involving concessions, power purchase, construction (build-only and EPCCs), operations and maintenance, and fuel and utilities supply. Richard also advises on project structuring, tender processes, and project implementation, and has been said to be “a name to note, particularly for advice on commercial elements of construction projects”.
