Latin America and Caribbean Chapter Event "Oil and Gas Regulatory Evolution in Brazil"

Felipe Francisco is a lawyer and the Compliance and Partnership Manager for the LIBRA Project at Petrobras (Rio de Janeiro office). He manages the joint venture relationship and compliance issues in one of the biggest ultra deep offshore project in the world. Over the years, Felipe advised several negotiations of JV contracts, including concession contracts, production sharing agreements, and unitizations. Felipe has also worked advising regulatory strategic issues with National Petroleum Agency and the Ministry of Mines and Energy in Brazil. Felipe has also represented Petrobras in the Legal Committee at Brazilian Petroleum Institute. Felipe holds a master’s degree in Regulation Law at FGV Direito Rio and an MBA in Management of Oil and Gas Projects at Brazilian Petroleum Institute.

Ilana Zeitoune is an in-house lawyer at Petrobras since 2012, currently responsible for E&P Contracts and Regulatory Affairs. She is also a Petrobras representative on the Legal Committee of the Brazilian Association of E&P Operators (IBP) that dialogues in relevant issues for the O&G Industry and trains employees at Petrobras University in relation to Oil and Gas regulation. Ilana has specialization in oil and natural gas, post-graduated in Public Law and holds a Master Degree in International Law from the State University of Rio de Janeiro. Prior to Petrobras, Ilana worked at a law firm where she developed her skills in negotiation of upstream and downstream contracts and arbitration. She is a published author with several articles and book in Oil and Gas Regulation in Brazil and a member of the Association of International Energy Negotiators (AIEN) and a member of the Brazilian Institute of Energy Law Studies (IBDE).

Isabel Dunshee has been a lawyer at Petrobras since 2008. She has a certificate in management from the Harvard Manage Mentor Program, a post-graduate diploma in business management from FGV (Rio) and holds a Master degree in Civil Law from PUC-RIO. At Petrobras, Isabel worked for 4 years as M&A legal manager, 4 years as Capital Market Regulatory Bodies Relationship manager and currently works as manager in the Exploration and Production area, responsible for partner relations under production sharing contracts.
