Carlos Bellorin

Carlos Bellorin is Executive Vice President, Energy Trends & Analysis at Welligence Energy Analytics, based in London. He focuses on global research across oil markets, corporate strategy, regulatory developments, and advisory services. Carlos provides strategic advice to companies, ministries, and hydrocarbons regulatory agencies on a wide range of upstream and policy-related matters.
Before joining Welligence, Carlos spent 15 years at S&P Global Commodity Insights as Associate Director. Earlier in his career, he worked as external legal counsel for oil and gas companies and served as in-house counsel on two major upstream developments in Venezuela’s Orinoco Oil Belt.
On the academic side, he has taught the “International and Comparative Petroleum Law and Contracts” module for nearly 15 years at Sciences Po in Paris and Queen Mary University of London. In 2023, he was appointed an Honorary Fellow at the University of Dundee’s Centre for Energy, Petroleum and Mineral Law and Policy (CEPMLP).
Carlos is a longstanding member of the AIEN, where he serves on the European Chapter Committee, the Educational Advisory Board, and the Editorial Committee of the Journal of World Energy Law & Business. He has helped organize multiple AIEN conferences and masterclasses, serving as both moderator and panelist, and actively engages his students at Sciences Po and Queen Mary University with AIEN initiatives.
Carlos holds a law degree from Venezuela’s Universidad Católica “Andrés Bello” and an LL.M. in Petroleum Law and Policy from the University of Dundee’s Centre for Energy, Petroleum and Mineral Law and Policy (CEPMLP).
